Governance is a performance system

Governance is often introduced as protection from downside. That is incomplete. Good governance also reduces decision friction by making ownership, risk tolerances, evidence, and escalation paths explicit.

The distinction is between review and control. A review committee that sees every use case can become a bottleneck. A control system classifies work, delegates routine decisions, and reserves senior attention for material exceptions.

The result is not more permission seeking. It is faster movement inside known bounds and a record that survives the board, the auditor, and the customer diligence team.
