The pilot is a cost until it ships

A pilot can demonstrate technical possibility and still produce no enterprise value. Until it changes a real decision, workflow, revenue line, cost structure, or risk position, it remains an option the company is paying to keep open.

That is why pilot counts mislead. A serious portfolio asks what decision each pilot exists to inform, who owns the next gate, what evidence will justify scale, and what condition causes the work to stop.

Governance helps because it turns vague momentum into explicit passage. The organization knows who can approve movement, what must be true, what record is retained, and when the experiment becomes a production system.
